On the night of November 10, the Lord showed me a quick vision of a city street in complete neglect and abandonment. Garbage cans overturned, trash strewn everywhere, buildings in disrepair, as if no one had taken care of this place for years. And then the Lord began to speak:
“I showed you a picture of a city street in great destruction, the kind brought by misuse and refusal to take care of things. Downtrodden, looking hopeless and full of neglect. Such a city street would speak of people beyond caring or even having the sight to see what surrounds them. Those who have become used to living in squalor.
“This is a physical picture of a spiritual state of chaos – souls without knowledge or thought of Me. Who have refused to listen to Me and so have sunk down in the mire of their own making. What would it take to turn such people around? To show them their situation can be changed, refined, even completely purged of decay? I AM asking you – what would it take?”
(I replied that it would take a miracle. An act of His mercy.)
“People this dead can see even physical miracles and fail to respond. This takes a miracle of spirit. Only I can touch a spirit that is dead – and cause it to live. I must raise up someone – touch one’s spirit to cause to speak out. To shine a light. Look at the judges I raised up in dead Israel.
“Call for Me to raise these up. Out of the cities, out of the depths. Call to Me and I will listen.
“Keep this word in your heart and do not forget. The time will come to call to Me.
“Only I can call in such a way as to make the dead listen.”

Notes:
We have often seen evangelists going into spiritually dead areas to tell the people of God’s mercy. But in this word He speaks of raising up a deliverer–someone to speak His truth–from among the spiritually dead. And we are to call on the Lord to do so when He prompts us. God mentioned how He raised up deliverers from within spiritually dead Israel to deliver them from their enemies in their time of need. Here are a few instances from the Book of Judges:
Judges 3:9-10: When the sons of Israel cried to the Lord, the Lord raised up a deliverer for the sons of Israel to deliver them, Othniel the son of Kenaz, Caleb’s younger brother. The Spirit of the Lord came upon him, and he judged Israel…
Judges 3:12, 15: Now the sons of Israel again did evil in the sight of the Lord…But when the sons of Israel cried to the Lord, the Lord raised up a deliverer for them, Ehud the son of Gera, the Benjamite, a left-handed man…
Judges 6:12-14: The angel of the Lord appeared to [Gideon] and said to him, “The Lord is with you, O valiant warrior.” Then Gideon said to him, “O my lord, if the Lord is with us, why then has all this happened to us? And where are all His miracles which our fathers told us about, saying, ‘Did not the Lord bring us up from Egypt?’ But now the Lord has abandoned us and given us into the hand of Midian.” The Lord looked at him and said, “Go in this your strength and deliver Israel from the hand of Midian. Have I not sent you?”
In Judges we can also read how the Lord raised up Samson, Deborah and Barak, Jephthah and many others.
